A current situation – long-term global economic crisis, dramatic geopolitical changes of recent years, rapidly developing industrial and technological revolutions – makes challenges in traditional formats of strategies for all participants in the global processes.
Traditional growth strategies, which worked fine in the previous step, don’t work in the superfast and super complex world: corporate and government decision-making cycles are becoming longer than the life cycle of the product on the market – or a life cycle of a problem.
In other words, ability to respond rapidly on situation changes becomes more important than the steady-state "vision", or the presence of the forecast, or strategy that can guide similar to a certain set of rules and formulas. A gap between visionary strategies and the illusion of control, on the one hand, and reactive strategies and real lack of control - on the other is obvious as never before.

In the current difficult state of foreign policy the ability to have open and constructive international dialogue between experts and politicians on topical challenges of regional development acquires the special value.
In 2016 the round table on cross-border cooperation with European countries will be on a new quality level. For the first time in the history of relations between Association of European Border Regions and Russia will be a meeting of the Working Group on external borders with the
participation of representatives of Ministry of Foreign Affairs of the Russian Federation and Ministry of Economic Development of the Russian Federation and with the participation of European leaders that was prepared by a series of consultative meetings. It is planned to discuss themes
"Business Cooperation Challenges that Promote Crossborder Economy and the Labor Market" and "Promotion of Cross-Border Tourism in the Sphere of Culture, Sport and Healthy Lifestyle".
Further development will get the theme of environmental protection under preparation to the Year of Ecology of the Russian Federation 2017 (according to Presidential Decree from January 5, 2016 N7). In this context the round table will be attended by the heads and specialists of
organizations and foundations from Italy, USA, England, Greece, and Council of Europe. It will be raised challenges of improving quality of living environment, tourism development in terms of the migration crisis in Europe, environmental urbanism and many others.
We note that recommendations of the round table annually developed by the participants have detailed and practical character that always leads to successful implementation, useful results and ensures the implementation of new cooperation challenges.

The 2016 Jubilee Strategic Planning Leaders Forum celebrates the fifth anniversary of the Forum Green Day that will be held in the context of the 2017 Year of Ecology of Russian Federation (according to the Presidential Decree of January 5, 2016). Forum Green Day focuses on presentation and discussion of the best international and Russian practices of implementation, alignment and management of strategic plans taking into account modern trends of globalization and greening the economy. The central theme of the discussion will be development of the concept and action plan on transition of the Russian Federation to the green economy and also removing barriers to this transition.
In what conditions the green technologies could be the drivers of economic growth and human wellbeing? How to attract investors to invest in the green economy? During the action it will be discussed the features of the development of municipal strategies under 172-FL, and it will be held the final of the Contest of Strategies of Municipal Districts. The Contest objective – is to identify and expand the best practice of municipal strategy development under 172-FL. On the contest it is presented the socio-economic development strategies of municipal districts approved from August 1, 2014 to August 25, 2016.
The public final of the contest will take place at the Forum: members of the expert jury will determine the winners through studying the strategies and listening to the reports of the 6-8 finalists. The Federal Law "On the strategic planning in the Russian Federation" two years operation period allowed the regions to form a system of strategic development documents. But it did not change the situation fundamentally: work on strategic priorities is holding along with the current activity, state programs have become the essential part of the budget planning, it is not appeared the tight bundle between strategic and spatial planning and interdepartmental projects are implemented with large disruptions and only under control of the first region entities. It is obvious that we can’t achieve accelerated socio-economic development without changing the principles of the authorities working process and clear concentration of resources on strategically important objectives.

Strategic management of high-tech economy industries requires the development of specialized target indicators and relevant tools for monitoring. Therefore a group of experts from RANEPA together with Association of Innovative Regions of Russia and Interfax Group have developed the business innovation rating that takes into account the conditions of the development of high-tech industries as well as its ratio. The rating includes unique indicators of investment attractiveness of high-tech industries, clustering potential, revenues, taxes, export and the other development results. The rating technique allows identifying regions – as non-primary centers of economic growth. The ratio of output and available resources, including a single unit state support indicators, allows evaluating the effectiveness of regional policy on the development of high technologies in a certain approximation. The rating is developed together with the regions belonging to the AIRR and verified with the help of expert surveys of middle-high-tech business representatives. The necessity of development of such a rating is agreed with the Ministry of Economic Development of the Russian Federation. The rating can be used for inclusion the elements of "smart specialization" into regional strategies.

The major focus of the round table will be given to the new cooperation opportunities between EU and North-West Russia regions during the implementation of the two strategies (EU Strategy for the Baltic Sea Region and Strategy for Socio-Economic Development of the North-West Federal
District).
During the session participants will be presented with an updated Strategy for Socio-Economic Development of the North-West Federal District until 2020 as well as the renewed EU Strategy for the Baltic Sea Region. Participants will look at the new cooperation opportunities in the Baltic Sea
Macroregion and North-West Federal District and will also hold an expert discussion on international cooperation within the following instruments, such as Interreg Baltic Sea Region Programme, Council of the Baltic Sea States and VASAB.
Taking into account the recommendations of Strategic Planning Leaders Forum 2015, Ministry of Economic Development of the Russian Federation jointly with Ministry of Foreign Affairs of the Russian Federation are actively working on restoration of the partner status of Russia in the
Russia-EU Baltic Sea Region Programme 2014-2020. A great step forward in these activities are the restoration of the Russian National Sub-Committee (RNSC) and organization of the Interreg Baltic Sea Region Information Seminar for the North-West regions of Russia on March 23, 2016 in
the framework of XVII International Environmental Forum Baltic Sea Day in St. Petersburg.
The crucial outcome of this work is the adoption of Declaration on Russian participation in the Cooperation Programme «Interreg Baltic Sea Region» for the funding period 2014 – 2020 and the management of corresponding Russian funds signed by Alexey Ulyukaev, Minister of Economic
Development of the Russian Federation. It means that Russian organizations will be able to join the applications selected in the second call (where it is possible to add extra partners).
In addition, right now the founding document of the Programme (an intergovernmental financial agreement of the Programme) is almost ready. This document will reflect major conditions of RF participation in the Programme.
The Joint Secretariat of the Programme together with the Secretariat of RNSC are supporting leading applicants of selected concepts and Russian organizations within the second stage of the full project application.
The practice of long-term cooperation in the Baltic Sea Region by example ofthe VASAB Committee on Spatial Planning and Development of the Baltic Sea Region and the Council of the Baltic Sea States Secretariat will be highlighted in the view of both strategies.

Since 2013 the experts from Calvert 22 Foundation have involved in the analysis of factors influencing on the development of the creative economy in Russian cities. The work on mapping the creative sector has given motivation for the establishment of Creative Capital Index in partnership with PwC Russia.
According to the Index creators the creative capital is features of the social and cultural infrastructure, the possibilities of innovative and creative sector and the properties of the institutional environment that affect on the direct economic impact (contribution to municipal gross domestic product, the value of creative brands, impact on investment and tourism appeal, the contribution to employment population) within a single city.
The pilot version of the Index is developing on the basis of the research work in nine cities - Voronezh, Yekaterinburg, Kazan, Krasnodar, Moscow, Nizhny Novgorod, Novosibirsk, St. Petersburg and Tyumen.
It will be discussed the methodology and pilot calculations of the Index as well as the value of creative capital for the development of cities and regions of the country and prospects of its development in general.

The economic space is nonuniform and uneven. Population and economy are increasingly concentrated in large metropolitan areas and their surrounding regions. There are several leading regions in terms of socio-economic development and competitiveness on the territory of Russia that form cores and become generators of economic growth.
One of them - the growth pole Volga-Kama, stated in the Strategy Tatarstan-2030. Today we can also speak about Great Moscow growth pole – the largest in Russia which is one of the global growth poles, as well as North-West, Ural, South-Siberian, South and Far East growth poles in Russia.
Implementation of the opportunities of strategic integration, interregional development projects, complementarity of the competitive advantages, co-branding and promotion - it is an incomplete list of factors pushing regions to cooperate in the framework of growth poles.
It is necessary to distinguish the growth poles, understand its perspectives, develop measures to promote the development and spread the growth impulses of the new economy. Actualization of regional strategies, running under 172-FL, will be more effective if the subjects of the Russian Federation determine its role in the growth poles and development corridors.

In recent years, the state policy on the development of science cities has undergone major changes. The amendments to the Federal Law № 70 "On the Science Cities of the Russian Federation" and adoption of the Federal Law № 100 from April 20, 2015 regulating measures of state support of science cities changed approaches to the development of science cities. In the context of the implementation of Strategy of Innovative Development of the Russian Federation and implementation of import substitution policy including the scientific and technological sphere it arises the important question about the role of science cities in Russia in the Strategy and its place in the general scheme of the spatial development of Russia as the important elements of scientific and technological complex of the country. In addition, the proposal requiring the approval of the development strategy and linked on the one hand with the requirements of the 100-FL and 70-FL, and on the other hand, with 172-FL has become one of the conditions for obtaining the status of science city.
One of the important tasks requiring the search of balanced solutions is the definition and coordination of priorities of the integrated socio-economic development and development of research and production complex. At the same time Ministry of Education and Science of the Russian Federation is developing a Strategy of Scientific and Technological Development of the Russian Federation in the long term, where the definition of priorities and the development of territories with a high concentration of scientific, technological and industrial potential should take a special place.

What is Russia today in the eyes of 20-year-old? How do young professionals assess the opportunities and challenges facing the country’s economy in the long term? Is the point of view of young people in the development of key strategic development documents taken into account?
In recent years it is forming a tendency on attracting young professionals to implement regional strategies of long term development. The successful experience in the integration of the proposals and ideas of young people in the development of a key document of the region was shown in Republic of Tatarstan and Yakutia, where the work of youth teams on developing proposals and holding regional project contests was conducted together with adult development teams.
Developers of the "youth" strategies together with the representatives of expert centers and authorities will discuss the demand of participation of youth in the development of long-term strategies of socio-economic development of regions, how they see the future of young professional and why it is important to involve a wide audience of young professionals to the formation of regional development strategies.
