Quality Evaluation of Strategic Planning in the Subjects of the Russian Federation

Summary
For successful implementation of 172-FZ it is critical to assess correctly the state of the regional strategic planning systems and their willingness to adopt new strategic tools.
Challenges to discuss:
• Improvement of the methodological framework of strategic planning, including the regional level with reference to the individual sectors (sectorial federal authorities).
• The organizational structure of 172-FL implementation in the subjects of the Russian Federation.
• Coordination and monitoring of information and expert-analytical interaction of the state corporations and joint-stock companies with public authorities.
• Participation of representatives of regional authorities in the coordination of procedures for the strategic development plans of state-owned corporations and joint-stock companies with state participation.
• Coordinating mechanisms of the development of strategic planning documents at the regional level.
• Conducting public and expert discussions of strategic planning draft documents.
• Proposals for the inclusion of indicators by the presence of strategic development plans in the regional context and to ensure information exchange with the federal executive bodies in the list of performance of senior management of state corporations and joint-stock companies with state participation.
