Summary

It is planned to consider the practical experience of simultaneous planning of the program-targeted tools at different levels of government and discuss the best practices of alignment between state and municipal programmes in vertical direction. It will be discussed the proposals to expand the practice of combining strategic and budget planning, include various state regulatory mechanisms in the state program, include the integration of tax and non-tax expenditures, build a hierarchy of targets and indicators and other challenges.
