Public Administration 2.0: Following Priorities

Summary

The Federal Law "On the strategic planning in the Russian Federation" two years operation period allowed the regions to form a system of strategic development documents. But it did not change the situation fundamentally: work on strategic priorities is holding along with the current activity, state programs have become the essential part of the budget planning, it is not appeared the tight bundle between strategic and spatial planning and interdepartmental projects are implemented with large disruptions and only under control of the first region entities. It is obvious that we can’t achieve accelerated socio-economic development without changing the principles of the authorities working process and clear concentration of resources on strategically important objectives.

Challenges to discuss:
• How to implement a system of strategic priorities across the vertical of strategic and spatial planning documents in the region?
• How to reform the institution of government programs and transform it into the documents of strategic planning, rather than budget planning?
• Are there any examples of architecture of effective control over the implementation of strategic priorities?
• How should project, strategic and budget management be synchronized?
